Francis was born on 22 Sep 1881 in Upper Hutt, New Zealand. He was employed as a Train Engine Driver.
Francis joined the railways and became an engine driver. He drove every type of engine on the run between Wellington and Auckland and also from Cross Creek to Wellington. He was the engine driver of the 1st Limited Express to Wellington, in 1920 and the Royal Train in 1921.

Death
Francis died on 19 May 1954 in Auckland, New Zealand.
His first wife Ruby died on 11 Nov 1918 from the 1918 flu leaving two young children Frank jnr, five and John 7 months.
After Ruby died, he remarried many years later and moved to Howick in Auckland
His second wife Beatrice died in 1974
